Publish a link. Whoever opens it picks from times you are actually free, and gets a verified room. The booking, the meeting and anything signed in it are one record, not three vendors’ logs.
Publish a booking page
A page offers only times inside your windows that are not already booked, not inside a buffer, and not sooner than your notice period. Nobody who opens the link can see anything else about your calendar.
An IANA zone. Your windows below are in this zone; invitees see their own. Daylight saving is handled per date, so 09:00 stays 09:00 across the change.
